Navajo sandstone fins standing out of the water north of Vernal — the three red ridges the place is named for. Paddle or boat across from the ramp and there are ledges all along them, including above the dinosaur trackway. This is the one place on the map with a posted legal height limit, which makes it a good spot to learn on.

Warnings
Park rule: jumping or diving from rocks and cliffs is allowed only from 15 feet or less above the water. Taller jumps get talked about by boaters, but they are outside the rule and the depth under them is not posted. Reservoir levels change through the season — check your landing every visit.
Access
Red Fleet State Park, 12 miles north of Vernal on US-191; standard Utah state park day-use fee. Kayak and paddleboard rentals on site, and the ledges are across the water from the boat ramp. The dinosaur trackway trail reaches the same shoreline on foot, about 1.5 miles.
Best conditions
June through September, when the desert water warms up.
